A Special Message from Councilman Bill DeSteph
I need someone serving with me on council who believes as I do, that there should be limits as to the amount of taxes
and fees Beach families and businesses must endure. That person is John Moss.
There doesn't seem to be a lot of concern when it comes to private property rights. When the City was proposing to
oppose the upcoming Constitutional Amendment, I was the only voice telling my fellow Council members that it was
morally wrong for government to have an easy street in condemning private property. John Moss was standing beside
me in this belief.
John Moss believes as I do, that government should be limited in its regulation of the private business sector and especially picking and choosing who benefits from the government's treasury. Historically, there's never been a concern about losing NAS Oceana when Council allowed development to threaten base operations. Those Council actions have led the City and State to spending millions to mitigate Navy demands. As a former naval officer, I can tell you how essential the military is to the safety of our nation, state and city. John Moss also knows the importance of our military.
John's career with the Navy has spanned over thirty three years to his present position as The Director for Submarine Programs and Warfare Development. With his vast knowledge of the military community, he'll be a tremendous asset in helping keep Oceana intact.
Understanding where the money comes from and where it goes is a difficult task. I really could use some help sifting through the City's budget and John Moss is the person I trust the most in helping me accomplish the arduous job of filtering through volumes of line items.
Working with an annual budget in the billions. John knows the value of money and has the prudence to cut through the glitz of wants, and get back to the core responsibilities of government and insure an affordable yet stellar workforce. John has been a pillar in this community working in many facets such as Boy Scouts (his two sons are both Eagle Scouts), co-founder of two government watchdog groups, an active member in his church, and a devoted husband and father.
John served two terms on City Council with distinction and led the way for the many successful advancements our citizens have come to enjoy, such as the Advanced Education Center, Oceanfront Beautification project, our community recreation centers, landscaping and open-space ordinances. More recently, John is committed to phasing out the Business Professional Occupation License over four years, to provide immediate relief to small businesses and promote job growth. I, too, support this initiative.
There is one candidate who stands above the rest in this November 8th special election, and that man is John Moss.

Campaign Issues
Jobs! Jobs! Jobs! - Eliminate regulations that prevent job growth. Eliminate subsidies that crowd out job creating private sector investments. Phase out the Business Professional Occupational and License (BPOL) tax that impedes job growth.
Controlling City Spending - Hold the line on tax rates and fees, drive process improvements to lower cost, and refocus local government on the basics to allow residents to keep more of what they earn. I will not increase taxes.
Investing in Education - Every parent, grandparent, and employee understands the economic benefits of investing in education. Education is a primary enabler of getting a better paying job. A highly skilled workforce is a necessary condition for sustaining and attracting high-wage jobs.
Public Safety - Public safety is the first and highest priority of government at any level. I support increasing our investment in public safety where necessary and promoting innovation to more effectively deploy our current public safety officers.
Light Rail - Virginia Beach voters in a referendum have said No, and until such time as the voters in a referendum say Yes, no additional actions should be taken or funds expended on the issue of extending light rail to and within Virginia Beach. The judgment of the voters at the ballot box must be honored.
